I haven't done this since Madden 13, but I think you have to unzip the file on your flash drive. I don't think the PS3 recognizes the .rar file...so you have to unzip its contents onto your flash...

Try putting your reliever stamina slider at 0. This has worked in previous versions to keep bullpen innings low.
