Nope, but I like the guesses, keep em coming. Like i said, this is very difficult, and requires a really good memory of the incident in question, and careful parsing of who would have this perspective.

Questions that are clues:

-What was the incident described?
-why wasn't it easily fixable immediately after the "problem" arose? What made it complicated?
-it's written in first-person. Who, or rather, what type of person would have the perspective that he had? the third line probably provides the biggest insight.

EDIT: to keep things moving--> clue: the "problem" really had two phases if you think about it. An initial event happened that was bad, but then soon after a second related event took place that made it a real mess, and hard to fix. This guys relation to the whole thing was in that second phase.
