Nope. Read the first post dude.

It says very clearly that each team gets the right of first refusal on its own books. That means that if you want your own books you get them.

It also says very clearly that others who want a book that's not their own go into a raffle, which means that if 3 guys state they want the NO offense, you get it if you want it, one other guy does, and everyone else doesn't.
