Just to clarify:
Are you able to drag and drop the file onto the Action Replay card? Do you see the green bar go across the screen and see a file name on the card?

And yes, I have had probelems with Action Replay cards in the past, but to be quite honest, I have also had the same problems with the Microsoft cards as well.
