Personally, I've lowered ALL fielder speeds to -10, both IF & OF..more hits make it through the IF, OFers have to chase down balls in the gap more often. Also throw accuracy is at -10, and throw speed at -5. Seems to be working for me so far. All changes are for both CPU & Human.
