This is how the clock now works in college football. The play clock starts at :40 as soon as the whistle blows the previous play over. Once the officials set the ball the clock moves to :25 seconds even if it was at :32 for example. So basically the game is saying once your team is in the huddle choosing the play, that the ball has been set. Hope this helps.
