I've wondered this also but have come to the conclusion (mainly due to this suggestion from other OS posters) that starters don't progress a lot because of the cheese factor. If you hammer out insane stats and your guy progresses from a 90 to 100 it wouldn't be very realistic. I don't really have a problem with progression in NCAA.
