You probably didn't pay attention enough. It's not like the cameraman chooses to blur out different players. It happens when the lens focuses. Next sporting event you watch, anything, look for it. Usually during breaks in action when a specific player is focused on. It's also extremely evident in pictures as was posted in Michael Young's blog.
The blog does a good job of explaining it technically. It's not gonna just blur out players while you're playing the game. Judging by the camera view, if it's the classic Madden camera view none of the players will be blurred out because they're all in focus. Things out of focus will be blurred (like the fans, sidelines perhaps, endzone, etc).
Dunno if you can trigger it on or off though. You can in NBA 2k9 (and previous 2ks for that matter).
