I know 3 things:

1) Madden 2000 for N64 had a Potential Rating.

2) When you created a player, you chose this (and all other) ratings.

3) The Potential Rating for all other players (including yours after he was created) was hidden.

The devs should probably use this system to flesh out CAP.
