I use a free program called Paint.net
First copy the image you want to use to the clipboard.
In Paint.net go to New in the top left. Hit OK when the window pops up.
Paste your image.
Now go to Image on the top bar and select Resize.
Uncheck the box that says "maintain aspect ratio"
Change the values in both width and height to either 256x256 or 128x128.
In the toolbar select the Magic Wand tool.
Select the area around the logo that you want to be transparent and click delete. This takes a little practice. If you end up selecting too much area or too little area try adjusting the "tolerance" slider at the top of the page. After a few tries you should get the hang of it.
Your final image should look like the one at the bottom of the page.
Make sure to save as a .png.
This is a very basic tutorial, and there are a lot more things you can do in Paint.net, most of which I haven't figured out yet, but hopefully this can do the job a little.
