Does the game even give you the prompt to import an NCAA class at the start of the season?
It does not on EU PS3, even thought that is entirely region free. The game sees you have an non-US console and doesn't give you the prompt to import.
If you do get that prompt, you might be able to download via Gamefaqs or something.

Madden generated drafts are better though.
