it depends what you want is the short explanation. For example I have a suped up challenger who's sole purpose is to go as fast as possible in a straight line. It's pretty good the way they have it set up. usually for me all the cars need better handling. So I'll consentrate on boosting that first as well as accelleration depending on the car and you can see what each potential upgrade will do to each rating before buying it. Unless we're talking about R1,2,3 classes I never ever do anything to decrease the speed of the car.
So it depends what you want and what you're starting with. Easy upgrads are the tire compound and weight reduction. Air intake is a good one to boost performance too. The other thing to keep in mind is what class you want the car to be in. My BoxterS is perfectly tuned imo it handles great, but it's C-class...I think taking it to the top of B-class would ruin how well it rides - it's like it's meant to be top of the line c-class if you know what I mean.
It's pretty easy to get money in the game which is good because heavy upgrade jobs cost a lot. My advice would be to take a car you are kind of indifferent towards and experament with it taking it up to the top of its class, use it, take it up to the next class etc. Another thing is to press X when you do auto upgrade to see what the game does in your upgrades...it usually does smart things for most racing - like you won't see it create a drag racing car or anything like that.
I'm using the term 'tuning' lightly because I actually dont do any fine tuning at all yet where you can do minute things to shave 1/100's of seconds off your time. that's something different entirely.
