Stuff like that is common in the NFL. The year Matt Leinart, Vince Young, and Jay Cutler came out it was pretty clear that everyone felt Leinart would be the best passer out of the box, but Cutler had the room to develop (which is exactly what happened, although Cutler is a horrible leader and game winner, which was his knock also btw). How these scouts know things like this is beyond me. Hell, I remember when JaMarcus Russell was drafted they admitted his upside wasn't very high but his arm strength and size made him appear to be a superstar. Pay close attention when draft time comes in real life. You hear people all the time say a player projected to be a 3rd rounder has more upside than guys taken in the first.
