There is a much easier way of doing this...

Go into the formation substitutions (press RB), then set Vick as the QB (lined up at WR), then reverse it and set McNabb as the QB (sounds dumb, but do it)...this will make him "immune" to the package subs.

Then use the package sub "Backup QB" this will make Vick the guy getting the ball.
