Who would you rather have at QB? (NCAA Draft)

I'm in the second year of a rebuilding franchise with the St. Louis Rams and I'm looking at drafting a Franchise QB with my first round pick. It's up between Terrelle Pryor and Jimmy Clausen. Here's what I've uncovered from scouting them:

Terrelle Pryor
Throw Power: 89
Throw Accuracy: 77
Speed: 92 (unreal speed for a QB, like Vick back in ATL)
Strength: low-to-mid-70's (didin't get scouted, but he has 22 bench press reps)

Jimmy Clausen
Throw Power: 95
Throw Accuracy: 82
Speed: 74 (good for a QB, I've scrambled well with Bradford at 77 Speed in another franchise)
Strength: mid-to-high-50's (13 Bench press reps)

For rebuilding franchises I tend to sim most of the games, but I'll play 3-4 games a year once my team gets pretty good (usually against key division rivals or elite teams like the Pats/Saints/Vikes). Seeing as how I do that it seems like Clausen would be the better choice as a pure passer, but I don't want to pass up on the threat of Pryor's speed and ability to scramble. If I did take Pryor I could always get the +3 Throw Power trainers to help up his arm strength to be closer to Clausen's. Which one should I draft (likely with the 1st overall pick)?
