Yep.
Even in the SEC, the East is probably slightly better, with LSU and Auburn getting a slight advantage in the West as LSU plays Florida every year and Auburn plays Georgia every year.
But as I said, the 7th and 8th conference games rotate.
So for example, Arkansas plays the SEC West, plus South Carolina (Ark-SC play each other every year as the last two additions, which is kind of why I paired Utah/Col). Then Arkansas' 7th and 8th games over the course of a few seasons would look like this:
2005: Vanderbilt, at Georgia
2006: at Vanderbilt, Tennessee
2007: Kentucky, at Tennessee
2008: Florida, at Kentucky
2009: Georgia, at Florida
2010: at Georgia, Vanderbilt
As you can see, 2010 is the same as 2005 was, and 2011 will be the same as 2006, 2012 the same as 2007 etc, and so forth. In a 4 year span you will have played against all of the teams, and in a 5 year span, you will have visited all of them once.
