i don't believe they have ever done so in previous games... however, if you scout out the conferences and take control of teams at the top of the low conferences and bottom of the BCS conferences at the end of the season, you can get some movement... you have to do this between the end of bowl season and moving to the offseason, and make sure you turn "on" recruiting assistance for those teams...
