As the old saying goes, winning solves everything. I rarely worry much about preseason goals. Winning games raises approval that you might lose in preseason. Also, a few Defining Moments can skyrocket approval ratings as well.

For the most part, approval doesn't much matter until towards the end of the season. You can actually have 0 approval almost across the board, play the last 2-3 games and do every Defining Moment they give you, and you'll have approval to spare at the end of the season.

The best way to get playbook knowledge up is to have smart players and just run the plays in the games. Players with low intelligence will never make those goals. They just can't learn the plays fast enough. If you really want to try and gain thos goals though, just run plays regardless of game situations in pre-season games. Run plays until they get to Learned status, and if you have too, keep some players in for the whole game so they get more experience running the plays.
