Depends on your machine and how important modding is for you. Personally, I don't want to deal with the system requirements at all, but with PC you have to deal with it every time, and every year it's a bit more demanding. I care more about running the game at max than modding. So, if I could afford it I would buy a PS3 and never care about system requirements again.

If you have a high-end machine, though, no reason why you shoudn't go for the PC version. It's also cheaper than the console version.

Another issue that some people have mentioned, is that the PC version is a bit less responsive control-wise. But that may be because of the system requirements, I'm not sure about that.
