I would just adjust it to this:

Aggressive: Huddle breaks with ~34 seconds left on the playclock.
Normal: Huddle breaks with ~24 seconds left on the playclock.
Conservative: Huddle breaks with ~14 seconds left on the playclock.

And yes the CPU needs to play with their tempo (and their strategy more generally) a lot more than they currently do.
