There is a work around...Start an offline play now game against the cPU. Advance to the screen where you can select the weather. Change it to manual weather then back to the weather channel. wait for your weather forcast to pop up then just back out and go online.

As long as your the host (Home Team) your weather will follow.
This works on PS3 not sure about Xbox
