If you actually read the interviews, you would know that your second statement (the highlighted part) is false.

We have already built one of the deepest console career modes in history with NFL Head Coach 09, and we learned a lot of lessons from that product, so moving forward I am really excited with what we can accomplish once we get a solid foundation and better architecture in place.

To re-write Franchise mode to take full advantage of the PS3 and Xbox 360 would take well over a year to do, which is why we’ve taken the approach we have up until now.

[We] are ready to refocus on building Franchise and SuperStar from the ground up. We have already assembled a team fully dedicated on setting the vision for what Franchise and SuperStar modes can and should be in the future.
Now, if people don't want to believe in Tiburon that's one thing, but to say that they are contradicting themselves and that they've said that are no reasons to improve these modes are just plain wrong, when it takes you 10 seconds on Google to find the actual interviews/blogs.

On that topic I also find it strange that so many people are asking for improvements to franchise mode, when they've been told time and time again that they are getting a new franchise mode.

Community: "We want a new franchise mode!!"
Tiburon: "You are getting one, what are your ideas?"
Community: "We want a new franchise mode!!"
Tiburon: "We know! You are getting one for M12."
Community: "We want a new franchise mode!!"
Tiburon: (sigh)
