There's always a chance to instantly sign someone if you are #1 on their list and have never offered them a scholarship. This is decided when you enter the call so if the RNG comes up "commit" you'll get it whether you offer on the 1st topic or last. Because of that, it's best to always offer these guys at the beginning of the call because you get refunded the remaining minutes of the call.

This is the reason why a lot (most?) of us won't offer a scholarship until we move up to #1 on their list, unless we're so far behind or he's close to signing with someone else and we need to make up some ground.
