I am pretty sure it means drafting or getting a free agent which will become there star. Example, Peyton Manning is the Colts star, and the entire team is built around him, and fit to his strengths. They are designed to score lots of points, and have a great pass rush to stop opposing teams from keeping pace with them via the pass.

So you might get an amazing running back, where you would then get run blocking linemen, and a QB with great play action ability. Then maybe a defense that can stop opposing running attacks as well.
