There is nothing that you do to power up these at all, they activate on there own.

Bullet Time activates once you make your first cutback with your RB.

Helmet High Tackles activates every time your player with it trys to make a tackle.

Bullet Time activates when you make a very hard cut, but it doesn't have to be your first cut, though it usually is. You can use it for any offensive position, even after a catch.

Actually you just need to press in the left stick when you have the ball

U can use it for Defensive players to. Gave it to Deon Sanders for kick returns and pick sixes and it works for making tackles. I'm talking about bullet time by the way
