Er....I might be misunderstanding you (especially with the joystick part), but Throwback is available on both the PSN and XBL.
As for a joystick, well....you
could buy a fightstick and use that, although you might want something with a little more substance to actually justify the price tag. I certainly use mine for more than just fighting games, though
