I imagine they need explicit permission to add a team's uniform, so it could be as simple as some teams just aren't that responsive to EA inquiries.

Secretary : "Coach, EA Sports on line one!"

Coach : "Who?"

Secretary : "You know, the people that make the computer zap zap games"

Coach : "Take a message"
