This file must be rehashed and resigned!!!!

You have to rehash and resign with modio. Use a personal game save or roster file to get your device and profile ID. Then copy your device and profile ID onto the downloaded roster and click the Rehash and resign button. It sounds strange and complicated but it isnt. Look up a youtube video and you'll be up and running in no time. Or follow this guide:

I am having the same issue, Ive formatted my usb drive for xbox 360 and copied the files to it from the pc, but after reconnecting to the xbox it is not seeing the game saves

Step by Step guide of transfering Roster files onto a USB flashdrive (X360 Users only

You need to resign/rehash the files before putting them on your USB stick.
(change the profile id and console id so that they match yours)

What's the difference between the 2 files here?

Yes you do need gold to download them through the game,hell you need gold to view your damn highlights now,even offline.

I thought the 100 ratings were in this. Ah well.

The "custom" roster is the one you want to use as it is the official one from ea.

looks like roster-custom is the best one updated, twerksumptin doesnt have casey mathews as the starting middle linebacker... i dont see terrel pryor for on either one

Terrelle pryor is on the Raiders on the custom roster
