I'm not getting how the power move works...

I'm using Randy Starks of the Dolphins:
95 Strength
90 Power Move
94 Block Shedding
"Utilizes Bull Rush Move: Yes"

And every time I get pushed down to the ground by the tackle or guard that is blocking me.

Is there something I'm doing wrong? I'm moving the right thumbstick in the down direction to execute the power move.
