This is simply not true. It all depends on your QB's skill levels, and if you're forcing throws. I have gone through games not throwing any INTs (With bad and good QB's) to throwing 4 INTs mostly due to me forcing balls.

You have to pick your throws and know your QBs strength and weaknesses. If he doesn't have good arm strength but good accuary, use a short to medium passing game, it's all on the user knowing what he's doing.
