It has been been acknowledged in another thread by a developer and they did have an explanation, and said it will attempted to fixed depending on what other issues crop up.

Re: Somebody Tell EA we don't need no more Rain
Hardly.
We know it's not exactly pre-determined, but the same game will produce the same weather each time. Okay? It's not exactly predetermined. I wish it was, it would have allowed me to make sure it was properly tuned. It's based on "pseudo" random numbers... meaning it grabs different factors that are not random and combines them to make them varied. In other words, I can't "assign" weather for a specific game, I have a specific grouping of numbers that plug into a mathmatical equation, but the numbers polled to complete that calculations are not random, but determined by repeatable circumstances. Thus, the same game will produce the same weather each time.
We didn't redo the logic this year, only the numbers behind the scenes.
Unfortunately, this cropped up very late and it was the very first thing I worked on way back in January when I got here. Miami is actually set to zero precipitation in September because I was trying everything to get it to stop, but it didn't. I believe it's a bug related to dynamic time-of-day, but I'm not sure.
At any rate, I'm rewriting the system that determines the weather because the old system made zero sense, I just tried to do the best I could with it.
It's believed to be a bug related to dynamic time-of-day, but we don't know for sure. Lol.
No timetable on when this could be fixed or if it is being fixed. Nothing has been said about it since. Rewriting the entire system seems like it could be a while for what is really a game breaking for a lot of people that play franchise.
Hopefully we'll get more info soon.Comment

In the other thread a guy tested with one of the other glitch teams, the Chiefs, and foun it tails off after the first year and the beginning of the second (like 5 games in)
He went 5 years into franchise btw. Let's hope nothing major pops up so AJ can work on it for the patch.HELLO BROOKYLN.

Re: Somebody Tell EA we don't need no more Rain
Rained on me in all my outdoor preseason games as the Packers (3 of the four games). It did not rain in the season opener but rained in game two at the Panthers. So in five games played outdoors I've seen rain in four of them. That is just plain bad.
The old system worked because we could just restart the game if we didn't want to play in the weather. But now the game is locked in so you're stuck with whatever it decides that week to be. I'm tired of playing in the rain.
EA should have spent a year testing this before putting this game. Seems like a new logic that wasn't tested the way it should have been. Now we're stuck playing in rain too much.Check out my updated 2017 blog on building a high school football video game:

I'm not here defending EA one bit because it's ridiculous how an issue like this creeps in, but to say it's 'hardly' been acknowledged is a bit unfair.NFL - Giants]

Re: How to stop the rain
They could have got a intern to get a Almanac and look up the weather for all the dates a game (each city) was played from the last decade, use that data in a random fashion. Bam you got the weather for the next 10 franchise years. After that, wash and repeated. Not scientific, but effective.Boy this habit is as bad as dope!!!

Re: How to stop the rain
I guess you're playing with the NYG. If I recall correctly there's a nasty front coming from the south. You will be getting rain the next 4 weeks or so.Comment
