How hard to make NFL 2k game?

Copy the game play from 2k5 add new graphics and just numbers for players. Even it is just for pc?

See I always wonder more so then a new game, How hard would it be to re-texture map the players in new uniforms aka the Bills, Vikings etc. Teams that have dated uniforms.

They do it all the time on WWF No Marcy for n64, They just use a rom. Why cant that be done for 2k5?

It's gonna be damn near impossible without the NFL license.

If there was a pc version, this could of been done. But there is not.

Without the license, you'd need fake teams, fake stadiums, fake coaches, all that.
