It would basically be a relegation/promotion system. Drop some bottom-tier 1 & 2 star schools, add some FCS schools. For the first season we'd go with whatever conference realignments are definites, adding on each season as developments happen. Added FCS schools should all go to non-AQ(non BCS) conferences at least at first, with the possibility of moving to a BCS conference pending satisfactory success. Or you could just take another job offer if you get it, but I personally like the challenge of raising an FCS school to FBS prominence. Conferences like the Mt West and C-USA would be prime candidates for the FCS schools, as they are losing teams to BCS schools. Any conference that makes sense geographically or rivalry wise works though. I'm open to suggestions. Get at me.
