Those are the slider settings for controlling all 32 teams strategy and philosophy.

1) You must control all 32 teams in your chise to do this
2) Go to the "Coaching Scheme" option on your franchise menu
3) input all the data as listed in first post

You will now have the beginnings of a great coaching experience.
