Like Bahnzo, I am strongly against paying for DLC or any other add-ons. However, I see no issue with paying for COTW, considering the prizes and the whole concept of the game. You aren't paying for the right to play, you are paying for prize eligibility. There was nothing in COTW that you couldn't recreate offline and play for free.
