Never easy to create lists because changes in technology throughout the years make things possible that weren't before.
When thinking of the most comprehensive sports games the 2 that stand out are NBA 2K11 & MLB The Show 11 (Soon to overtaken by 12 no doubt).

When reflecting on games further back in time consideration has to be given in regards to the quality of hardware at the time & also to what other games were about at the time. After all quality is relative.

Other games that stood out for me over the years are (in no particular order):-
