What is the excuse for No Playable Broadcast Cam this year?

It's available for CPU vs CPU, but not human player?

UNLOCK it and STOP force feeding us your up close visual scenes.
We get it, your up close visuals is what you hang your hats on.

It's already in the game, but LOCKED for gamer vs cpu.

I dare a dev or anyone try and explain the reasoning why it can't be unlocked as a playable view.
