I downloaded a roster from here and it had a picture of Nick Foles (Eagles QB) and i was wondering how to change the black person to outline to a real picture

Theres a jets kicker named nick folk. Just edit his last name and ratings .

Assuming you are on an XBOX 360 or PS3, this isn't possible because Nick Foles' picture is not physically present on the Madden NFL 12 disc, or the disc of any earlier Madden NFL game. Presumably, Foles will have a picture in Madden NFL 13.

If you simply wanted to give Foles any picture at all, then yeah, it's likely a hex edit thing, if Madden roster files can be hex edited successfully (I'm not aware that they can be).
