Not sure, did you resign them with the correct IDs for the xbox and profile you're using them with? After I saw your post I tested resigning the files with IDs from a banned offline 360 that I have and they loaded fine so I'm pretty sure the files are good, but we'll see what others say.

EA split the rosters in 2 this year, the names of the files are exactly as they come from EA on XBL. The one called Custom is for offline "Quick Play" matches and online XBL quick matches only. The other one is updated rosters for Connected Career Mode only, both offline and online modes.

The gameplay updates that you're talking about aren't in roster updates, they're in title updates which you can also download for offline or banned boxes, Google "xbuc" and you'll find the site, Madden 13 Title Update 1 is one of the more recent uploads. Their FAQ has instructions on loading them to a USB drive.
