I don't think signing free agents is cheating, but I *do* make a house rule for myself. I won't sign a free agent until the end of preseason, to make sure all CPU teams have had a chance to take the more "marquee" names that start in the pool. For instance, the newer rosters had Brent Grimes, Plaxico, Owens, etc. in there. I'd have really only considered Grimes, but I still think it is more realistic to let these players go to CPU teams.
In my new Browns CC, the only signings I made were pretty much backups, except for Gibril Wilson, who I was mainly signing due to a minor injury to my starting FS.
After Week 1, I feel its fair game -- the CPU had every chance to sign those players, so if they help YOU, why wouldn't you take them?
But, I do agree that just raiding the pool at the start of a CC would be "cheating" as you can do a lot to stack a team if you just raid the pool as it starts.
