Yes and no, Taku. You're right that if you're near the CPU goalie he won't play the puck, so it is more of an issue in OTP/1v1. However, what Splitter wants is a quicker whistle in situations where the goalie won't be playing the puck so we don't have to stand by the goalie for a second or two to force the whistle. IIRC, they had it tuned in such a way a few years ago.
I'm not sure if it's something that can be adjusted in a tuner, but I wouldn't be surprised. If they'd want to adjust it is probably the more important question.
