The only way is to have the salary cap off.

if i turn it off but then turn it back on will it clear the penalites and then allow me to still have the cap. sort of like a cheat or workaround??

You cannot change the salary cap option once you start your league. If it's off from the beginning then its off forever and same if its on.

pretty sure u can change it from on to off, however u will not be able to change it back to on from that point

Correct. There is no option to clear cap penalties. You can turn the cap off for everyone but then it stays off forever.

The CPU signs and trades so much more realistically with it off imo; I just leave it off.
