Just found this on the official EA support forum:

The digital version of NCAA Football 14 will be released on the Sony PlayStation Store by 6:00pm PST on July 9, 2013.
If that's accurate, I won't be able to get the game before tomorrow (6pm PST would be 2am local for me)
