I feel as though it's pretty accurate. You won't get any transfers if you've signed a full class and already have a projected full or excess roster heading into the next season. If you go into a season with 67/70 players that you are allowed to have on your team, you're more likely to get a transfer or two than if you have the full amount of 70. Also you're more likely to get a transfer or two if you play for a smaller school or you take a new job at a new school (doesn't matter prestige in this case because odds are you will not have a full class unless you sign anyone willing to accept a scholarship). I like to have my roster at 67 or 68 players of the maximum 70 each year just to give myself a chance to get a gem via a transfer.
