What does this part actually do in the online dynasty set up? Do you set the reset to yes or no?

You get to level 20 in Year 1 and start back at 0 the next? Or does it continue to build each year? What is a max level? What is Saban?

And what speed should it be set on?

Appreciate any input. I searched the forums and couldn't find any info - I did a key word search.
