There definitely needs to be a nice roll for each attribute to convert NCAA skills to Madden. Noel Devine was a super quick player in college, but in the NFL he wasn't super quick. Some players can adapt to the speed of the nfl better than others.
Think of the numbers as relative to the rest of the players in the league. A 99 in college means he is better than %99 of the players in college. So he wouldn't be a 99 when he goes to the nfl.
