Yes.

Turn on relocation (either normal or all) and go to the stadium screen and start relocation.

You'll get a message that in a few weeks the process will start.

Go to options and turn relocation to 'off' and then advance the week.. you'll be able to go through relocation for your team (or teams) and not have to worry about the CPU moving teams by itself.
