I gave it a quick look in HxD and the file structure looks a lot different than what I'm used to seeing in an Xbox 360 file.

Most of the player codes were code 80, which on an Xbox 360 roster, is basically code for a blank player who doesn't exist.

I am not sure what to make of that file, but it's definitely a ton different than your typical Xbox 360 roster.
