He's not raising his right arm up off ground or making a sudden move back etc.. he simply turns and moves his left arm. (Unless I'm looking at the wrong clip)

"No interior lineman may move abruptly after taking or simulating a three-point stance"
Think that means no sudden/fast moves.

look at 00:40 Not exactly the same but if what we see in Madden is a false start that should be also.
