I could almost understand them not wanting to have current nfl teams that are perennial losers with piss poor attendance in real life have their lame crowds represented in the game right out of the gates. But if your in year 2, 3, etc of your offline/online ccm there's no reason that a franchises attendance shouldn't be allowed to fluctuate based on your performance on the field in the virtual universe.
